The Federal Low-Income Housing Tax Credit has been in existence for 25 years. Created by the Tax Reform Act of 1986, it served as a kind of experiment in affordable housing funding and development. Over the years, numerous studies have been conducted regarding the program's effectiveness. The most recent, and arguably most comprehensive, was just released by the Reznick Group.
