According to data from the U.S. Department of Housing and Urban Development (HUD), "worst case housing needs" among African American families rose 3.4 percent in Fiscal Year 2010. During that same time, nearly 28 percent of alleged housing discrimination complaints filed were from African Americans. This combination of increased need with stubbornly high instances of discrimination prompted HUD to form a new partnership.
